【China Affairs】New pilot free trade zones open for 100 days with innovative customs supervision and service rules

Seven pilot free trade zones (PFTZ)--Liaoning, Zhejiang, Henan, Hubei, Chongqing, Sichuan, Shaanxi--have opened for operation for 100 days. The innovative customs supervision and service rules support the new-type trade development and its effect on promoting trade facilitation has started to show.

The investment and trade facilitation of the whole industry chain of oil exploration is one of the core tasks of the construction of the Zhejiang PFTZ.

Self-reported-and-self-paid customs clearance model is a new measure launched by the customs after the Shaanxi PFTZ has opened for operation. Enterprises declare to the customs themselves according to the facts of their own goods. After they complete their own calculation and payment of taxes and fees, the goods can be released. The customs will conduct spot-checking and inspection at a later time.

At around 11 o'clock on July 11, 2017, a container truck carrying about USD10,000 worth and 14.28 tons of more than 50,000 bottles of French beer, entered from Dalian Dayaowan Port into the Hunnan block of the Shenyang Comprehensive Bonded Zone (SCBZ). It took as fast as two hours for the inspection-completed beers to be found on the shelves of the imported goods for direct sale for the residents of Shenyang City to have a taste of delicacy.
